LEGISLATIVE ALERT

Position Statement on Senate bill 868


The South Carolina Association of School Psychologists adamantly opposes S868.

SCASP maintains that the proposed legislation to allow persons to practice without being regulated or supervised by any licensing board or certifying agency (i.e. State Department of Education) would jeopardize our underlying goal of quality educational services to the children of this state.

SCASP recognizes that certified and/or licensed professionals such as School Psychologists and Licensed Psycho-Educational Specialists:


Have specialized training and skills in areas of psychological and educational assessment;

Have completed extensive training to include supervised internships prior to being certified and licensed;

Are required to maintain a regular schedule of continued training and professional development to maintain credentials ensuring up-to-date and high quality services to children;

Maintain high ethical standards as set by the regulating agencies;

Are the most competent professionals for assessing students and evaluating program effectiveness. The proposed legislation may also violate portions of “No Child Left Behind” requiring school personnel to meet “highly qualified” standards. S. 868 will lower standards and undermine the goal of high quality care for the children of this state.
