Tom is a school psychologist in Horry County School District where he has worked since 1991. He currently works at Seaside Elementary School and Lakewood Elementary School where he initiated and operationalized many of the components of pre-referral interventions using curriculum-based measurement known in Horry County as the Problem Solving Model. Some of the comments about Tom include, "Mr. South's expertise provides students and their families the kind of informational data analysis that pinpoints interventions that often provide students with alternate opportunities that translate into positive growth. This growth sometimes prevents a child from having to be tested and placed in a resource setting." "Tom practices excellence and professionalism in every aspect of his work." "The positive transition that has taken place in our referral process has been a direct results of the time, energy, and guidance that Tom South has provided." Tom will be SCASP's nomination to NASP for School Psychologist of the Year.
Most recent award winner: Dr. John Hester
Since 1999, Dr. John Hester has been Chair of the Department of Psychology and Sociology at Francis Marion University in Florence. John earned his Ph.D. in school psychology from the University of South Carolina. After working as a school psychologist in the Midlands area, he started his teaching career at Francis Marion University in 1980. His leadership was instrumental in establishing the program in School Psychology at FMU and he has led the process to have the program NASP approved as it is today. John is a former President of SCASP. His priority is expand psychological services to the rural areas of the state. He is married to Patricia Hester and they have three children, Zachary, Rachel, and Brett.

Kathy C. Jackson is Supervisor of Academic Education, Director of Adult Education at the Palmetto Unified School District, Dept. of Corrections. In prisons across SC there are students 17-22 who are learning disabled, mentally disabled, or emotionally disabled. They have also committed a crime and are incarcerated as adults. This program serves students in at least 24 settings and from every county in the state. She has reorganized the special education procedures and created new classrooms to serve students in the DOC. Kathy started her career as a special education teacher. She is very involved in her community and has served on the Lee County Drug and Alcohol Abuse Board and the Lee County DDSN Board. she has also been a guardian ad litem. Nomination letters said that "Kathy's dedication to the individual education plan for special and adult education students goes beyond the call of duty." "Kathy has touched the lives of many students and strives to provide comprehensive programming for all students confined within the SC Department of Corrections.
1. The region has submitted at least one article for 4 out of the 6 of the SCASP newletters. The articles may be in the form of general information and/or updates on regional activities.
2. Four meetings of the region have been held during the designated year that runs from July 1 to June 30.
3. The region will have submitted, or updated, at least two names to SCASP's Resource Bureau.
4. The region will have provided at least two items for the SCASP annual auction held during the Spring Conference.
